This project was part of the Government of Indonesia’s Slum Alleviation Program and in alignment with the National Mid-Term Plan (RPJMN 2015-2019) that aimed to eliminate slum areas and achieve universal access to safe water and sanitation by 2019. In particular, the SISHA program focuses on alleviating living conditions in slums in four types of areas: (i) along with bodies of water; (ii) at disaster-prone areas; (iii) at historical and traditional areas and (iv) in illegal areas (informal settlements).
Osana assisted in identifying the five priority cities and subproject slum areas for water supply, wastewater management, solid waste management, and road improvement. The focus of this assignment was to alleviate the adverse living conditions by improving the quality and coverage of services in the four aforementioned sectors, thereby facilitating the reclassification and/or conversion of the identified slum areas. This was done in two stages, (1) Concept Design and Development in which international and national best practices were reviewed to develop the SISHA concept and prioritization criteria for sub-project interventions, and (2) Rapid Assessment and Project Prioritization, and Pre-Feasibility/Outline Engineering Design which included identifying priority cities and project areas, prioritization and design of urban infrastructure (water supply, wastewater management, solid waste management, drainage, and road improvement) in project areas, developing a road map for capacity building and institutional development, and analysis (financial, economic, social, and environmental).
