The Sewerage System Development Project (SSDP) was aligned with the National Mid-Term Plan (RPJMN 2015-2019) that aimed to achieve universal access to safe water and sanitation by 2019. The overarching SSDP has three principal outputs; (1) Wastewater and sludge management capacity increased, (2) Service delivery system in place, and (3) Public awareness campaigns for hygiene promotion and Community-Led Total Sanitation Programs. This project was conducted in Banda Aceh, Bekasi, and Mataram in Indonesia and focused on Output 2 and 3.

For Project Output 2, Osana assisted in the design of effective service delivery mechanisms by reviewing existing regulations and local government policy actions related to sanitation, and prepare a proposal for planning and enforcement of a single (in each city) financially independent public service organization responsible for planning, implementing, operating and maintaining wastewater management services. For Project Output 3, Osana assisted in public awareness campaigns, economic and financial due diligence, social due diligence, and project implementation and monitoring. These tasks involved site visits to all three project locations, workshops, and consultations with local government stakeholders and community members, and conducting socio-economic surveys.
