The Kosovo Renewable Energy IPP and Commercial Finance Facilitation Assessment under the Millennium Challenge Corporation (MCC) consisted of three main tasks: (1) stakeholder engagement and market assessment, (2) supply and demand-side due-diligence, and (3) feasibility assessment for facility structuring assessment.

For this assignment, Osana provided PPP and legal advisory services for reviewing and evaluating the Kosovar policy, legal, regulatory and institutional frameworks pertaining to private sector participation (PSP) and Public-Private Partnerships (PPP), and developing a recommendation and appropriate models. This involved the identification of policy gaps, including those in the draft renewable energy law, and shortcomings of the solar roadmap implementation, and recommend measures to enhance readiness and enable PSP/PPP in solar projects, proposed approaches, procurement methods such as Power Purchase Agreements (PPA), transaction models, PPP arrangements for both large scale solar and rooftop PV systems; and an action plan for scaling-up of the solar rooftop component, with the aim of achieving sustainable private sector participation.
