The overall scope of work was to improve the Government of Indonesia’s guidelines for implementing performance-based contracts (PBCs) for non-revenue water (NRW) reduction. This included defining the steps that Regional Water Companies (Perusahaan Daerah Air Minum or PDAM) should follow and adding templates and tools for analysis and decision-making.
The work built on what has already been done by the Water Global Practice and others; namely, the existing NRW-PBC toolkit, the guidance notes on design-build-operate (DBO) for NRW-PBCs, and the ongoing technical assistance provided by USAID through IUWASH PLUS. Osana assisted in identifying the laws and regulations of Indonesia that PBCs must adhere to and providing a report on findings and recommendations related to laws and regulations pertaining to this assignment.
